[netCDF #YZD-296984]: Read a vlen array in Fortran

That test is tested by make check for netcdf-fortran.
It worked for me with gcc/gfortran 5.4 under cygwin.
But let me be sure: when you run make check
for netcdf-fortran, that test case fails, right?
