[netCDF #CWL-342900]: Error when compiling netcdf-4.4.1.1

Hi David,

It's my understanding that tst_h_dimscales uses a deprecated function in hdf5 
1.10.  I will make this a conditional test moving forward with the next 
netCDF-C release, but in the meantime it should be safe to ignore.
