My first recommendation is to not use oc but rather use the netcdf-c library with netcdf-4 support turned off to minimize the size of the library. However, some time ago, two things happened. 1. I moved the oc library to the Unidata/oc repository (https://github.com/Unidata/oc). 2. I later moved oc inside the netcdf-c library. If you really need to use oc get the version at Unidata/oc There is some documentation and examples in that directory about using the API.
