Hello, You should be able to compile netCDF-C and netCDF-Fortran on CentOS 7; they may also be available from the CentOS package manager, although I cannot say for sure. You will need to install netCDF-C before netCDF-Fortran, as netCDF Fortran is an interface to netCDF-C. netCDF 4.2.0 combines netCDF-C and netCDF-Fortran, but is the last version to do so. It is also quite old.
