Hello, `nc_open_mem` was introduced in netCDF 4.4.0; you will be best served by installing netCDF-C 4.4.1, available from https://github.com/Unidata/netcdf-c/releases. Try installing this version of netCDF-C and then try configuring/building netCDF-Fortran again; please let me know if you encounter an error!
