[netCDF #TDM-389432]: Cf hdf5 in netcdf C library

My apologies for the delayed response!  The netCDF-C library does not provide 
subsetting via lat/lon.  You might check our software page, 
http://www.unidata.ucar.edu/software/netcdf/software.html, to see if any 
packages there might meet your needs.  To be clear, these are not software 
packages we support ourselves, but are rather software packages which use the 
netCDF libraries.

I'm sorry I can't provide a more immediately helpful solution, but hopefully 
this will set you on the right path.
