[netCDF #UGE-205390]: nc-config with static libraries

Hi Robert,

Thanks for raising the question and pointing out the old thread; I was 
unfamiliar with the issue.  I'll take a look and see what I can do, but we're 
fairly resource constrained at the moment.  If you want to open an issue at our 
GitHub page (http://github.com/Unidata/netcdf-c), or even submit a pull 
request, please feel free!  I will see what I can do before the upcoming 4.4.0 
release, although it may be a couple of weeks due to AGU next week.
