[netCDF #ELH-908884]: Configure netcdf

Hello Lauren,

You are halfway there; from the config.log file you've provided, you are 
installing the netCDF-C library.  Once this is installed, you will want to 
install the Fortran interface.  This will provide the libnetcdff file you are 
trying to create.  

You can download the latest source release of netcdf-fortran from our GitHub 
site found here:

* https://github.com/Unidata/netcdf-fortran/releases
