[netCDF #PSK-699954]: fail:nc-test error msg to install netcdf4.3.0 with hdf 5-1.8.6

Hello Abhijit,

NetCDF requires hdf5-1.8.9 or higher.  You should be able to resolve these 
failures by installing a newer version of hdf5.
