[netCDF #DMD-262410]: 4.3.3.1 -- Cannot read int variable into longlong data type.

I am not sure why that check is there. It was copied over
from original code by Ed Hartnett. Looking at the pnetcdf
documentation, I ran across this:

> Starting from 1.3.0, PnetCDF supports  CDF-5 file format:
> adding unsigned and 64-bit integer data types and ...

It is possible that this is the source of that check. 
In any case, it seems like the check is no longer needed
and per the pull request, should be removed.
