Yes, please follow the instructions here for first installing the netCDF C 
library:

Although the documentation refers to version 4.3.0, it also applies to the 
current
version 4.3.3.1, which is what we recommend you install.

After that is installed successfully, install the netCDF Fortran library:

If you encounter problems installing from source, please send us the 
"config.log" file
resulting from running the configure script.
