[netCDF #EXY-936604]: patch netCDF for CDF-5 format

I am going to need a conversation here about this change.
It is a major change and I am not sure, personally,
if this is the proper way to do it.
In the meantime, I would suggest you set use github
(as suggested) to create a branch with those changes
and do a push so we can look at it in detail.
You can create the branch and then apply your existing patch
to modify that branch.
