[netCDFJava #VKG-526884]: Issue in opening IASI BUFR file

Okay, I was able to reproduce the problem, and have created a failing unit test 
that demonstrates it [1]. It's very likely to (finally) be fixed now, since we 
really hate having failing unit tests in our build. I'm closing this support 
ticket and reopening the JIRA issue [2].
