[netCDF #IIW-512338]: using nccopy tool

Happy to hear it, though I'm surprised netcdf-4.3.0 could have been built and 
installed without zlib.

I think ncinfo in a Matlab function, and since we didn't develop it, I'm 
failrly 
certain it has never been included in a netCDF release from Unidata.  But it 
looks
useful, so maybe we ought to consider making a similar function available ...

nccmp was developed by Remik Ziemlinski, and he distributes and maintains it 
from
nccmp.sourceforge.net.  We list it, along with a lot of other netCDF-compatible
software developed by others, in
