[netCDF #OWN-704612]: Inconsistency in the F90 manual

It turns out the source code was right and the manual was wrong.  It's 
fixed now, in the online manual at

  http://www.unidata.ucar.edu/netcdf/docs/netcdf-f77.pdf

and the .texi source used to generate the PDF, on GitHub:
