[netCDF #KGE-979363]: compile wgrib2

Hi,

Sorry, there's not enough information to see what test failed or indicate
what the problem is.  That version of the netCDF library was released more
than 5 years ago, so it may be difficult to provide support.  Since you're
on a Windows platform, it might help to look at the most recent netCDF
libraries available for Windows now, which you can download in compiled
form:
