[netCDF #LQX-861717]: Netcdf installation error

The reason for that error is that
the test server is no longer at opendap.org.
If you use netcdf 4.3.0 the references
to opendap.org have been changed to refer
to thredds-test.ucar.edu.
If you want to continue to use 4.1.3
then you should add "--disable-dap-remote-tests"
to your ./configure command.
