[netCDF #OZD-515425]: question about netcdf install

Good afternoon Wei,

Unfortunately, while we have recently added official Windows support for the 
netCDF-C libraries, we are not yet able to offer Windows support for the 
netCDF-Fortran libraries.  We hope to offer this support in the near future, 
but this is currently a work in progress.
