[netCDF #KAS-641616]: Binary file downloads

I'll have to fix that old web page.

Unidata no longer supports or maintains binary distributions of C- or
Fortran-based netCDF software, except for a few platforms on which
building from source is difficult, such as Windows. For other
platforms, please see the instructions for building the latest release
from the source distribution:

Binary distributions of recent releases are also created and
maintained for various platform-specific package distribution systems
for many platforms.

The old binary distributions in this directory are deprecated,
unsupported, and have bugs that are fixed in more recent releases.

If you want the most recent netCDF C library sources, we have just announced 
the netCDF-4.3.0-rc2 release candidate, described here, along with instructions
for getting the Windows binaries as well:
