[netCDF #MRZ-466810]: ncgen makes duplicate _Storage attribute

Created Jira issue NCF-213

I believe this bug has been around
almost forever. The key is that 
we have never tested the output
of an ncdump -s by re-running it thru
ncgen. The problem is that ncgen
sees the incoming special attribute
but does not remove it as a real attribute.
