[netCDF #AHI-825111]: Compilation problem (invalid preprocessor directive) with netcdf-4.2.1 & 4.2.1.1 on Cygwin

That bug appears to have been corrected at some point
since the release of 4.2.1.1.
If you change the line to '#elif WIN32'
it should fix the problem.
