[netCDF #BHJ-661325]: NetCDF 4.2 on Windows

Yes, here's the current status of our Windows porting efforts:

I hope we'll be able to make the 4.2.1 release available by June 15, barring
unanticipated problems.

In the meantime, we may have test DLLs available, and there are links to
others ports of earlier versions available at the end of the answer to this
