[netCDF #YSR-704059]: netcdf-4.2-rc2 requires recent doxygen

I think if the configure script doesn't find doxygen installed on the users 
PATH, it
should behave as if --disable-doxygen were specified.  Alternatively, maybe
--disable-doxygen should be the default, and users who want a local copy of the
documentation should have to specify --enable-doxygen.
