There is a rather old Jira ticket on this: https://www.unidata.ucar.edu/jira/browse/NCF-39 which seems to be assigned to me. So it's on my list, but I don't think we were considering using the HDF5 scaleoffset filter. That might be a good way to implement it, although we were looking for something that would work for netCDF-3 as well as netCDF-4, and in that case, the HDF5 filter might not be available. We've also discussed supporting GRIB2 compression or wavelet compression, both of which are lossy, but we're currently a little short or resources for such undertakings.
