[netCDF #KKS-961190]: make check test FAILs in ncgen/ncdump section

Bill- I will try to incorporate
those changes that are compatible with
all other systems.
Note specifically that changes to "config.h"
are not possible because it is generated by
the ./configure command. I will have to figure out
an alternate way to achieve the effect you are after.
