[netCDF #WJF-487790]: ncdump -t

I've finally integrated Dave Allured's contribution of code to do this into 
the latest netCDF snapshot, so it will also appear in version 4.2-beta1 and 
subsequent versions, unless there is an outcry to remove this feature :-).
