[netCDF #RQC-418775]: make check gives multiple errors

Howdy Padriac!

The problem is that there is a bug in the 4.1.1 release in the man4 directory. 
If you do a make clean, it wipes out some documentation files, and then 
subsequent makes try to build the missing documentation. If all the 
documentation-building tools are not there, then the make fails.

This is fixed in the daily-snapshot release, but the workaround for 4.1.1 is to 
untar the distribution again, and rebuild it.
