[netCDF #OWN-798282]: Problems installing netcdf 4

NetCDF requires HDF5 for parallel I/O to netCDF/HDF5 files, but can also use 
the pnetcdf library to do parallel I/O to netCDF classic and 64-bit offset 
files.
