[netCDF #WYN-125572]: ncgen behavior

I put a fix into the trunk that should fix
this problem. It is now in the current daily
snapshot. I did a major rewrite of the
handling of character datalists and apparently
missed an obvious case in my tests.
Let me know if you see other character datalist
problems.
