[netCDF #XAJ-609464]: linking g95 on windows with netcdf

Sorry, but windows and fortran are always a problem.

If you are using g95, have you tried building netCDF from source under Cygwin, 
and not using Windows at all?

We are working on a new netCDF windows port, but it will still cause problems 
with different fortran compilers until we also refactor the Fortran APIs later 
this year.
