[netCDF #TLV-493188]: Netcdf make test problems

I should also have pointed out that you can install and use the netCDF libraries
and commands you have built already without rebuilding, if you don't want the
documentation installed.  That's because the failed attempt to build the
documentation was the last step in the build, after all the tests have been run 
demonstrating a success up to that point.  So just invoking

  make install

will install a usable library and utilities, if you can get by with the online 
documentation.
