[netCDF #NTI-228479]: nc-config

Howdy Takeshi!

The nc-config command does not list the libraries for shared builds, because 
the shared library already knows what other libraries are needed. In the case 
of the static build, the libraries all need to be listed when linking your 
netcdf application.
