[netCDF #FPE-398758]: Problem building gdal with netcdf seems to be problem with netcdf?

Howdy John!

Try building netCDF with configure option --enable-shared.

Don't set -fPIC anywhere, just use enable shared, and libtool will provide 
whatever options you need (which will most probably be -fPIC...)
