[netCDF #PBC-856537]: netcdf-3 (only) build fails with recent snapshots

Howdy Harald!

This was my fault - I broke things trying to fix the way that netcdf.h is 
generated.

But I've gone back to the way it was before, and will work on this problem 
again after the 4.1 release.

The snapshot works with --disable-netcdf-4 again.
