[netCDF #TRF-865515]: NetCDF enhancement [SEC=UNCLASSIFIED]

Tim- This is an interesting idea. Currently, you can,with
some difficulty, achieve the same effect using DAP constraints.
I intend, after 4.1 is released to also see about providing
netcdf-based constraints for DAP URLS, and this would also,
I think, address your issue.
