[netCDF #BBB-798375]: netcdf-4.1-rc1 make check error at DAP

The problem with 4.1-rc1 was fixed and is in the snapshot.
The snapshot problem is with nccopy, which is a new utility
being added to 4.1. I will notify the proper person.
