I just did the experiment of loading an application
using just -L<path> -lnetcdf
and it worked fine for me.
The machine info is:
> uname -a
Linux spock.unidata.ucar.edu 2.6.27.35-170.2.94.fc10.x86_64 #1 SMP Thu Oct 1 
14:41:38 EDT 2009 x86_64 x86_64 x86_64 GNU/Linux

So, is the issue that we are not documenting this, or
do you have some specific machine on which this is not working?
