[netCDFJava #YJA-569104]: Question about accessing a section 2 lookup table in a GRIB2 file

I haven't forgot about your request. The Grib package is currently being 
refactored and I'm thinking about a clean solution about how to propagate the 
local use table up to the netcdf layer. I expect a release in about a month.
