[netCDFJava #JWP-203215]: ParameterTable: UnknownDiscipline 255

Don't worry about the UnknownDiscipline 255 warnings. The NCEP folks sometimes 
put data products in the models without
any parameter information, the Grib library use to ignore it but I wanted to 
keep tabs on the data so there's some code
 to catch it. Personally I think it's just experimental data that will be 
released in the future. It doesn't slow down any processing.
