[netCDF #MEK-862026]: netcdf 3.6.3 instalation

The only failure I see in your "make check" log is one that's expected,
so it does not indicate a problem:

All the tests succeeded or behaved as expected, so you are ready to install
with "make install" (or "sudo make install" if you want to install as
superuser).
