[netCDF #TSP-882898]: compile netCDF in Cygwin with Microsoft Visual

As the message above says, there is more testing to be done with this
port.  The current status is also described here:

We have built under Cygwin with cc/gcc, but not with Studio 2008 cl, as far as
I know.  But more information on this is in the subsequent FAQ answer:
