[netCDF #CPF-820887]: about the version of netcdf

Hi Tongmu Li,

I think IDL has functions for reading netCDF data, so if you have IDL for
Windows, you may not need to install our netCDF software.  See this entry
on using IDL to read netCDF data:

However, the explanation for how to get the latest Windows version is here:

As it says there, the pre-built netCDF-3.6.2 libraries are still
experimental, but there are versions available that work with
different Fortran compilers.  If you only need the C library, the
differences should not matter.
