[netCDF #KIK-224505]: netcdf 4.0 intel compilers

Hi Daniel,

We don't have the Intel compilers on Linux to test with, but other users have
reported success by setting specific flags before running the configure
script.  For example, see these recommendations for a CFLAGS and FFLAGS
environment variable setting that has been reported to work:

Make sure you run "make distclean" before setting the environment variables
CFLAGS and FFLAGS, then rerun the configure script and "make check".
