[netCDF #RIN-798614]: NetCDF C++ Tests Fail

Also, you should get the netCDF-4.0 release, which just came out a few weeks
ago.

Then you face another choice: do you also want to build HDF5 to take advantage
of the full features of netCDF-4? If so, you must follow these instructions:

Basically, you must get zlib-1.2.3, HDF5-1.8.1, and netCDF-4.0, and build and
install them in that order, with the correct options so HDF5 can use zlib, and
netcdf can use HDF5.
