[netCDF #VKT-714862]: netcdf configure error

Howdy!

You must run the configure script after make distclean.

The distclean target cleans the source tree to be the same as the distribution,
just after you unpack it.

So running ./configure is necessary to generate the makefiles and config.h for
your build system.
