[netCDF #XVY-916374]: problem with sequential NF_OPEN in netcdf-4

Thanks very much for the bug report, and sorry it's taken so long to
respond.  An answer to your question and a fix for the bug will have
to wait another week or so, until Ed Hartnett returns.  Anyway, thanks
for the test that demonstrates the problem!
