[netCDF #CXM-365657]: possible build bug with gcc 4.3

OK, thanks, it looks like it may be just a matter of adding #include <cstring>
to the top of the
cxx/ncvalues.cpp file.

If I get a chance to upgrade our gcc to 4.3, I'll check if there's anything
else.  If you already have
gcc 4.3 to check with, please send the error messages.
