[netCDF #RUP-593503]: Help with precompiled *.dll

Hi Vito,

Here is the current situation with the Fortran interface for Windows:

We are trying to improve this for the next release, but in the
meantime, you may want to try one of the experimental pre-built 3.6.2
DLLS mentioned in the above link.
