[netCDF #PMS-860672]: HDF5 dataset chunking in fortran/f90

Howdy Andrew!

The fix to the netCDF-4 F77 and F90 APIs is now complete, and the documentation 
has been updated.

Thanks for the examples, I have incorporated them into the build so that this
