[THREDDS #DSB-107820]: projected bug fix for NetcdfServer

Hi Ken:

The NetcdfServer is currently restricted to gridded datasets that have an 
"inventory description" file. We are looking to generalize that to any gridded 
data, and also to point data. 

We are also working on another variant of this that returns XML instead of a 
netcdf file, which might be more convenient for your use case.

If you'd like to describe your use case in more detail, and send along a sample 
file, that would be helpful.
